Founder, Partner

Heather C. Garcia

Heather C. Garcia, Partner obtained her Bachelor of Business Administration from Texas A&M University Kingsville in 1995. Her professional career began by working with clients to evaluate the best source of handling payroll and tax risks and has evolved into a career of Business efficiency. In 1996 she began working with companies to implement complete outsourcing solutions to include payroll, workers’ compensation, and health and welfare insurances. Business efficiency is crucial to the success of any enterprise and Heather understands every aspect, from finance to human resources, from production to distribution, and her area of expertise is knowing where to find the inefficiencies that drive costs up. She is a licensed General Lines Agent in the state of Texas and is well versed in process change for businesses of all sizes. Heather earned her Certified Health Care Reform Specialist certification in 2013 and travels the country speaking on both the Affordable Care Act as well as other best practice areas in the employment lifecycle. Heather manages both finance and business operations of the ETC Companies.

Alicia J. Haff, JD

Alicia J. Haff, Partner having obtained her Bachelor of Arts in History from Trinity University in 1992 and her Juris Doctorate from the University of Texas School of Law in Austin in 1996 has practiced law in Texas since 1997. From 1997 until 2010, Alicia spent her time in the court room litigating employment disputes, commercial matters and personal injury claims. Since that time Alicia has concentrated on keeping her clients out of the courtroom by proactively identifying ways to correct potential liability issues. Alicia performs these services on a regular basis with client “in-service” audits, in group settings and through training workshops. Healthcare specifically, the Affordable Care Act and pending replacement legislation have become Alicia’s passion. She obtained her Texas General Lines License in 2007, has obtained her Certified Health Care Specialist designation and is certified as a Patient Protection and Affordable Care Act Professional. As part of her consulting practice, Alicia is retained on a regular basis by clients to advise on the intricacies of the Affordable Care Act and by clients who need to come into compliance with the law and surrounding regulations. Alicia’s background and power in the legal world bring great value to the ETC Companies.

Director of Information Technology

Kendra Stegemann

Kendra has used her 25+ years of experience in management of IT departments to grow and evolve the ETC platforms. Kendra’s expertise as a Database Administrator has been paramount in taking ETC’s proprietary system to new levels. Kendra has certified numerous organizations for HIPAA/HITECH compliance and brought levels of security to our internal operational platforms. She strengthens the ETC operational team by ensuring the stable operation and performance of all computer systems and networks continually optimizes our network and system performance. Kendra and her team are responsible for AIR XML oversight and IRS filings. Kendra is alumni of the University of Houston.

Director of Business Operations

Jennifer Rodriguez

Jennifer joined ETC in February of 2015 as a Sr. Account Manager and has proven invaluable to ETC. The Team affectionately calls her “ETC Google” and her immense knowledge in the field of operations has led her to her current role as the Director of Business Operations. Jennifer transitioned into HR Management in 2010 but her experience as a Paralegal in business litigation, employment law, family law and medical malpractice had made her a very well rounded HR professional. Jennifer graduated from the University of Texas at San Antonio with a BBA in Human Resources Management and has an Associate’s Degree in Legal Studies from Florida Community College at Jacksonville.

Maricia Meyer

Maricia joined the ETC team in March 2015. She has a Healthcare Administration Degree and has 15+ years in operational HR working with Fortune 500 companies. Maricia works with the all of the ETC Companies clients to complete policies and HR forms suggestions for various level clients. Maricia’s well rounded knowledge is VITAL to the day to day success of the ETC Companies as well as the client experience. “Always be looking for more efficient ways to manage a situation” is something you hear quite often from Maricia in order to assist the client with its business goals.

Liander Taylor

Liander joined ETC in 2015 and, as the Director of Account Management, oversees the ETC Client Liaisons who work directly with clients on a daily basis to ensure clients are ACA compliant. Liander has experience in Health Management and possesses training as a Professor as well, in both the United States and England. She loves teaching in the field of Business. She earned her Master’s in Education and Leadership from the University of Derby, a Post-Graduate Certificate in Compulsory Education from University of Wolverhampton and a Bachelor of Arts (Hons) Hospitality and Business Management from the University of Birmingham.

Matt Scott

Matt joined ETC in 2014 as the first compliance consultant to advise clients on ETC services outside of the founding partners. Now as a Director, Matt is responsible for managing ETC’s business development team and has oversight on all National Account business. His understanding of payroll/benefit systems and how the data must be obtained and utilized paired with the understanding of IRS Indicator Codes allows him to work with client’s not only during client implementation, but throughout the year to 1095 completion. As ETC has experienced growth, Matt had a hand in designing and streamlining the implementation process, templates and agreements to expedite and improve the client experience. Matt understands the pure fact that industries have different methods to adhere to the compliance mandated in today’s business environment and works diligently to allow the client to utilize ETC inside of their “normal” processes. Prior to joining ETC, Matt worked in sales and business development for business to business service companies. Matt received his Bachelor’s degree in Public Administration from Texas State University.

Compliance Consultant with ETC

Elizabeth Raggio, JD

Elizabeth serves as a Compliance Consultant for ETC and provides practical guidance and assistance to ETC customers regarding compliance and all employee benefit-related matters including of PPACA, ERISA, IRC, COBRA, FMLA, HIPAA, and other laws and regulations impacting the administration of employer-sponsored group health plans. Prior to joining ETC, Elizabeth served as the Compliance Officer for the Employee Benefits practice of Frost Insurance, where she led the employee benefits compliance practice and provided support to the producers and account managers across six statewide offices. Elizabeth also worked as a Senior Legislative Analyst for Xerox Corporation and coordinated the implementation of various projects emanating from the Affordable Care Act and other complex legislative changes. Elizabeth’s wealth of experience also includes advising the Texas Medicaid Healthcare Partnership on legislative and regulatory matters and serving as an Associate Attorney with Garlo Ward, P.C., where she practiced before federal and state agencies, including the U.S. Department of Health and Human Services and the Texas Health and Human Services Commission, and advised health care providers in complying with HIPAA, Medicare, and Medicaid requirements. Elizabeth is licensed to practice law in Texas, received a Juris Doctor (J.D.) Degree from The University of Mississippi School of Law and a Bachelor’s Degree (B.B.A.) in Economics and Marketing from The University of Mississippi.
